Instruction of English learners is challenging. Teachers have to implement research-based strategies at every tier to ensure that they develop oral language proficiency and literacy skills. They also have to implement accommodations and design learning to make sure instruction is accessible and equitable. 

School psychologists can facilitate oral language proficiency and literacy skills through a multi-tiered system of supports. Only if exclusionary factors have been ruled out, school psychologists can make recommendations for specialized instruction.
